Union of British Columbia Municipalities (UBCM) Conference

RDEK Chair Scott Manjak, The Minister of Community Sport and Cultural Development Ida Chong, and myself.

This was taken at the annual UBCM conference held in Vancouver the last week of September 2011, where I met with the Minister to discuss a possible scope change for the $1.4 million grant funds for the Windermere Water System.

Proposed Windermere Water Upgrade Cost Comparison

During the Proposed Windermere Water Upgrade Public Information Meeting on May 17, 2011, three questions that were brought up by several attendees included;

  • the cost comparison between a Stand Alone Community Water Treatment Plant (WTP) and the purchase of bulk treated water
  • how the proposed user fees being presented compared to other systems
  • what happens if the community votes no to the bulk treated water option on June 25th

Windermere Water System Information Meeting, May 17,2011

Background
A Water Quality Advisory has been in place for the Windermere Water System since 2006. Windermere Lake serves as the source for the water system, so there is a risk of waterborne diseases caused by cryptosporidium and giardia parasites which can exist in surface water. The Windermere Water System does not comply with the Interior Health Authority’s 4-3-2-1-0 treatment objectives which requires removal/inactivation of parasites, two treatment barriers and maintaining turbidity less than 1 NTU. There is a health risk associated with non-compliance.
The Regional District of East Kootenay (RDEK) has looked at options to upgrade the Windermere Water System to address the turbidity issues and other health risks, and remove the Water Quality Advisory.
Bulk Treated Water Option
After reviewing the options, the solution being proposed would supply treated water to the community of
Windermere by purchasing bulk treated water from a private water supplier, Parr Utilities Ltd (also known as
Windermere Water and Sewer Company). The RDEK would continue to own and operate the Windermere
Distribution System.The RDEK has secured grant funding of up to $2.15 million dollars to help fund this option.
The Community Will Decide
The community will decide. Following the recommendation of the Utility Advisory Commission, the RDEK Board has decided to hold a vote on the bulk treated water option. Voting day is Saturday, June 25, 2011
Public Meeting Set for May
A Public Meeting will be held Tuesday, May 17 at 7pm at the Windermere Community Hall. Representatives from the RDEK, Interior Health and MMM Group will be on hand to answer questions. An Information Package will be mailed out to all property owners in early May and will be available on the web prior to the Public Meeting.

Be Water Smart

Read about tips for conserving water and Be Water Smart;

The RDEK has watering hours on all of its water systems. Having set watering hours conserves water, creates a balance in the system demand and controls costs. Even though we have had a relatively rainy summer, it is important to abide by these watering hours.
Please abide by these watering hours. They are in place for the benefit of your community.
